Background of the Study
Rural banking has long served as a critical lifeline for agricultural communities by providing essential credit, savings, and transactional services. In recent years, sweeping policy reforms aimed at liberalizing the financial sector have significantly reshaped the delivery of these services. Fortis Microfinance Bank, with its mandate to extend financial services to the underbanked rural populace, stands at the forefront of this transformation. Policy reforms introduced between 2023 and 2025 have sought to streamline regulatory frameworks, reduce bureaucratic delays, and foster an environment conducive to innovation in banking operations (Okoro, 2023; Adeyemi, 2024). These reforms are designed to reduce operational inefficiencies, increase the outreach of banking services, and ultimately enhance credit availability to rural farmers whose economic activities are often disrupted by seasonal variances and market volatility (Bello, 2025).
The agricultural sector, despite being the backbone of the rural economy, has historically suffered from limited access to timely financial services. Recent reforms aim to address these challenges by encouraging banks to adopt more flexible lending policies, enhance digital banking capabilities, and implement risk-based supervision measures (Chukwu, 2023). Fortis Microfinance Bank, in particular, has embarked on a series of strategic initiatives to align its operations with these new policy directives. Preliminary observations indicate that such reforms have led to improvements in loan processing speeds, greater financial inclusion, and more robust risk management practices. However, the extent of these benefits varies, and there is evidence that certain systemic challenges—such as high compliance costs and inadequate infrastructure in remote areas—persist (Ibrahim, 2025).
Moreover, the dynamic nature of policy implementation necessitates a continuous evaluation of its impact on service delivery. The interplay between regulatory reforms and operational adaptations within Fortis Microfinance Bank provides a rich context for assessing both the successes and shortcomings of these policy measures. This study will thus critically analyze how policy reforms affect the quality, accessibility, and efficiency of rural banking services for the agricultural sector. By examining both quantitative performance indicators and qualitative feedback from stakeholders, the research aims to offer insights that can guide further improvements in the financial inclusion agenda (Ogunleye, 2023).
Statement of the Problem
Despite the promising framework introduced by recent policy reforms, rural banking services continue to face significant challenges. Fortis Microfinance Bank’s adoption of these reforms has yielded mixed results. While there have been noticeable improvements in service delivery and loan disbursement mechanisms, the bank still encounters issues related to the inconsistent implementation of reforms, limited technological infrastructure in rural areas, and high operational costs. These challenges impede the bank’s ability to fully realize the potential benefits of the new policies (Eze, 2023).
One of the central problems is the uneven reach of banking services. Although policy reforms aim to bridge the gap between urban financial centers and rural communities, many rural farmers still experience delays in accessing credit facilities. This lag undermines agricultural productivity and exposes farmers to increased risks, particularly during critical farming periods (Adebayo, 2024). Additionally, the reforms have introduced new compliance and reporting requirements that have strained the operational capacities of Fortis Microfinance Bank. Such regulatory burdens, combined with the need for significant investment in digital technologies, have led to operational inefficiencies and occasional service disruptions (Udo, 2024).
Furthermore, there is a lack of comprehensive empirical evidence on how these policy changes affect day-to-day banking operations and the overall financial well‐being of rural farmers. This gap in knowledge prevents policymakers and banking institutions from refining the reforms to better address the unique challenges of rural banking. The study, therefore, seeks to address these issues by evaluating the impact of recent policy reforms on service delivery, identifying persistent challenges, and suggesting strategic recommendations for enhanced implementation (Nwankwo, 2025).
